Jesse Robredo's Legacy

In just under three years, Secretary Jesse Robredo already accomplished several reform measures at the Department of Interior and Local Governments (DILG). He started by improving the procurement process. Offhand, the improvement led to a 25% drop in the prices of commodities being procured. 

Afterwards, Robredo began improving systems and processes of the Bureau of Corrections, the Philippine National Police and the Bureau of Fire Protection. Robredo fired grafters and corrupt officials at the three bodies of service. Robredo also instituted trainings and seminars especially to improve the perspective of employees in public service. 

Robredo also dismantled the "bata-bata" system. He worked his way against known personalities within the bureaucracy who dominated the system for so long. This action reduced graft and corruption. 

Nearly 3 years, and Robredo already overturned decades of corruption, of rotten-ness and of  ineffective services.

Robredo was a man of conviction. He was also a very humble man. It may take a while before President Aquino puts another man on the helm of the DILG.

What is certain is this---Aquino must put someone with the same principles, the same level of integrity and the same leadership style as that of the late Jesse Robredo.

The requirement is simple---political savvy-ness is not necessarily a requirement to fill in the big shoes left by Robredo. 

The most simple requirement really is---that man should have his heart in the right place.
