PAGASA is one confused lot. After establishing a color coding scheme in a day, it changed the scheme after only a day or so used. I remember the very first agency which President Aquino targeted after assuming power--PAGASA. Aquino specifically targetted PAGASA, and not the Customs nor the BIR, but PAGASA. I even remembered how humiliating that was to a veteran and honest public servant who was demoted after Aquino's factotums identified him as a possible "escape goat".
Now, inspite of having Doppler radars, and highly sophisticated weather equipment, PAGASA remains hopeless in "predicting" or even just reporting about the weather.
I pity PAGASA. That's why instead of further adding salt to a grievous wound they already suffered from Aquino, let me suggest something.
Try number-coding your alerts. People understand these more than color-coding schemes. I myself, would understand it, since number-coded alerts signify intensity of the problem and therefore, alerts Filipinos of the possible dangers if they would not heed these warnings.
Alert 1 could be the lowest and alert 5 could be the highest. Make communication simple, and people would respond.
By the way, President Aquino said people must be patient. Anti-flooding measures are underway and it takes time.
Yeah, had you spearheaded the construction of several after the aftermath of Ondoy and Pedring, these floodings would not have happened. Had we started these World Bank sponsored anti-flood measures three years ago, we would have just waited for another two years and all would have been complete.
But, no. This administration wants to buy billions of pesos worth of condoms first, while people suffer every, single weather disturbance out there. even mere drizzles the Metro submerges into deep floodings.
