No good faith when you used 172 billion pesos

Malacanang uses as defense "good faith" when they implemented the Disbursement Acceleration Program or DAP. Since they don't really know if it is illegal or not, implementing it is not inherently bad.

Ok. Good faith. So, are we saying that using and giving 172 billion pesos in about more than a hundred times is still good faith or ignorance?

I'm sure Budget secretary Butch Abad knows full well that what they were using as "bribe money" to court the Senators are somewhat "illegal" because these monies are "savings" from implemented programs. I'm sure Abad knows being a lawyer that one cannot use funds that are not allocated.

So, it is still "good faith" even if Malacanang had used 172 billion pesos already in more than a hundred times?
