Mara Bautista Revilla was born in the Philippines. The question is--did she changed citizenship when she married a Turkish national?
No. The Constitution says that Filipino citizens married to foreigners or aliens, are still citizens of the Republic, except of course, if they did acts that renounced it (Sec. 4, Article 4, 1987 Constitution). The presumption is, Mara Bautista Revilla did not.
The question is--did she renounced her citizenship? Probably not. Now, if she did renounce her citizenship, the INterpol can expedite her arrest.
If she is still a citizen, then, the recourse is, her passport should be cancelled to restrict her movements. It can be done through a court order. Sans a court order, Mara Bautista Revilla can still freely move as she wills.
