Is DILG Secretary Roxas responsible too for the cops' massacre in Maguindanao?

The mission of the Special Action Forces is serve the warrant of arrest against high profile targets, namely Zulkifli a Hir alias "Marwan" and Basit Usman, two notorious terrorists reportedly being protected by several members of the MILF inside their camp in Maguindanao.

Now, a highly sensitive mission like this entails the full use of government resources. Information like these, based on protocol, are not kept in the levels only of generals. They usually inform their "higher ups", meaning undersecretaries and being such a very high value target, it is next to impossible that the DILG secretary was not informed.

This is the problem---are we now saying that the SAF mission is so stealth, no one knew about it, EVEN THE HEAD OF THE INTERIOR DEPARTMENT? This is totally impossible because such highly sensitive and highly confidential mission cannot be without the knowledge of the DILG secretary.

NOW, DON'T TELL ME THAT THE DILG SECRETARY, AND EVEN MALACANAN THRU EXECUTIVE SECRETARY PAQUITO OCHOA JR, WHO HEADS THE ANTI-TERRORISM COUNCIL OF GOVERNMENT AND PRESIDENT AQUINO HIMSELF DID NOT KNOW ANY OPERATION AGAINST INTERNATIONAL TERRORISTS MARWAN AND USMAN???

There is a problem if government admits that they know. AND WHAT IS THE PROBLEM? If we assume that Roxas and even the President knew of this operation, but did not inform their friends from the MILF about it, then there is dishonesty and breach of protocols between the two groups.

This I ask--WHAT IS NOW THE COMMAND RESPONSIBILITY OF MAR ROXAS? IF HE DOES NOT KNOW THIS, THEN, SOMEONE DISRESPECTED HIM, POSSIBLY THE HIGHEST OFFICIAL IN THE COMMAND STRUCTURE..

WORSE IF ROXAS KNOWS BECAUSE IF HE KNEW, THEY WHY DID HE NOT COORDINATED THIS FACT WITH TERESITA DELES, PEACE ADVISER AND HIS CLOSE FRIEND, SO THAT THEY, IN TURN, COORDINATED THIS WITH THE INTERNATIONAL MONITORING TEAM OR IMT OR EVEN COMMUNICATED SUCH TO THE OTHER SIDE, THAT IS, THE MILF???

WALANG LUSOT DITO ANG GOBYERNO. KAILANGANG MAY MANAGOT FOR THE LOSS OF LIVES OF AT LEAST FIFTY OF OUR FINEST MEN IN UNIFORM.
