Danny Lim out of Customs

Malacanang should be extremely cautious right now, especially when they dispense a press  statement.

Numerous news reports say that Danny Lim is out of Customs. True. It is accurate. President Aquino did accept Lim's resignation.

Then, the bomb. Reports say that his resignation followed his revelations of "certain influential forces" at the Customs. Was Lim ousted because he revealed this or was he really ousted because, in truth and in fact, the President is displeased with his performance as Deputy Commissioner for Intelligence?

I don't know about the President but I do know that one of the presidential sisters was displeased with Lim's performance. " General Lim, you ask", says one of the presidential sisters in a lunch cum meeting in a hotel somewhere in Manila, " He's a disappointment."

To be fair, Lim was assigned at the Customs by Pnoy after several people recommended him for this. Customs was a perfect fit for Lim. Why? Lim mutinied against the government due to his disgust on rampant graft and corruption. What better way to show he's really sincere in this "anti-corruption" fight than to show it by ridding the Customs of misfits.

Years past and numerous nasty rumors spread against Lim. There were reports that his trusted men were themselves involved in shady deals. Reports also say that Lim and his close associates were involved in deals except oil smuggling. That explains why Lim's accomplishments were described as "ginisa" meaning, he only targets those importing garlic, tomatoes, and onions. Remember, Lim always wants to be pictured opening a container filled with onions.

I don't buy Lim's "alibi" that the reason for his failure are the persistent calls from several people asking for favors. Why, this did not happen when you were with the military sir? Lim's flimsy reason shows character weakness. So what if several or some people are asking favors? The obvious answer to that is simply ignore them, and let the chips fall. Why do a "balancing act"? What is there to "balance"? Lim's duty is to enforce the law, simple. His duty is specific---go after people who plan to defraud government of millions or billions worth of revenues. If there is an information that leads or points to a plan to smuggle certain things and these involve specific names of people, then, to hell if they have relatives from Malacanan? Lim should have stood fast and say that when people ask me for favors, i don't entertain them. Indications show that he did, according to some people.

So, Lim's "balancing act" resulted to government losing " 220 billion pesos". I wonder, how many balancing acts did Lim did which summed up to 220 billion.

Seriously, I still respect General Lim.

Cabinet revamp, political maneuverings and changes in government this season

Indications are rife of a succession of cabinet revamps in the Aquino administration. Energy secretary Jose Almendras is expected to assume the Presidential Management Staff (PMS) role. Julie Abad is expected to vacate the post as PMS head to follow her husband who will be posted abroad. A trusted undersecretary of the finance department, Emilie Bonoan, and reportedly a very close associate of Finance secretary Cesar Purisima is poised to replace Almendras as Energy secretary. Months ago, it was rumoured that Purisima was the one to replace Almendras as Energy and the Finance post to be given to BIR commissioner Kim Henares. Henares has been officially made a candidate for the Chief Justice post, same goes to Justice secretary Leila de Lima. 


De Lima, it is rumored, will stay as Justice secretary, since she enjoys the very high trust of the President. 


Should Henares be appointed Chief Justice, she will be replaced by her trusted associate commissioner in the BIR.


The Department of Agriculture is soon to be vacated by its secretary, Proceso Alcala. Alcala is set to challenge the Suarez's clan in the governorship of Quezon province. Quezon politics is really getting to be very interesting. There are talks that Betty Nantes, wife of former Quezon governor Raffy Nantes, will be given a mayoral post or is being asked to stay put as PCSO director. Nantes will not contest the governorship since this is now being promised to Alcala, a closer ally to the President than Nantes.


Danilo Suarez, a close Arroyo ally, is slated to re-assume his Congressional post. Mark Enverga, according to reports, is eyeing his second term as Congressman. 


Deputy speaker Erin Tanada is gunning for a Senatorial post. He is being endorsed by the President. He will serve as spokesperson of the Liberal Party.


With the DA post soon to become vacant, talks are rife that Senator Kiko Pangilinan is the one chosen by the President to replace Alcala. Pangilinan has big shoes to fill, since Alcala did some great wonders in the department. If Pangilinan accepts the post, this will be his first time as a Cabinet secretary.


Bert Lina, a former Customs chief, is also being asked to fill the post to be vacated by Ruffy Biazon once he decides to run either as Senator or Congressman of Muntinlupa. His father, Congressman and former general Rodolfo Biazon is reportedly eyeing another comeback at the Senate, making it quite difficult for Ruffy to really decide where he will really run.


Deputy Customs commissioner Danny Lim is expected to run against the Biazons this senatorial race. So, there will be two posts which will remain vacant at the Bureau once these two personalities decide to run for an elective posts again.


There were talks that Bureau of Immigration Commissioner David will soon leave his post for an undersecretary-ship at the Department of Defense. David is being offered, according to talks, the chance to lead in the AFP modernization efforts. There are talks that one of the BI associate commissioners will replace David.


At the Department of Transportation and Communications (DOTC), there are rumors that say that Mar Roxas is actually thinking of running for a senatorial post, something which people are expecting, but the President is not agreeing. Roxas wants to run for the Senate, but the President himself asked him to stay in his cabinet and wait for 2016. 


Other possible changes:


1. TESDA head Joel Villanueva will leave his post and run for a Senatorial post. His replacement will also come from the civil society ranks.


2. Jesse Robredo, it was rumored, wants to go back to his former post as mayor of Naga. If he leaves, the DILG post will be offered to a former general.

General Lim's guy continues to besmirch General's name at the Bureau of Customs

How can Deputy Customs Commissioner for Intelligence Danilo Lim confront the big ogres and monsters at the bureau if there are certain people using his name to solicit funds for him?


It is confirmed by the intelligence community that General Lim does not tolerate corrupt practices and does not receive any single cent from locators, smugglers, or foreign importers. He does not maintain any bank account for this purposes nor fixes papers for big-time smugglers.


The thing really is, there is a very close friend of the General who claims to  represent him. Who is this guy? He goes by the name of retired Colonel Alan B. Paje. 


Paje reportedly collects monies from big-time locators and players at the Bureau of Customs. Unknown to Paje, there are tons of evidence already collected against him and it is just a matter of time before the forces of Reason and the Tuwid na Daan guys bust him out.


Paje was formerly Lim's campaign manager during the 2010 elections. He, like Lim, is a member of the Reform the Armed Forces Movement or RAM. He's a Bicolano, and once studied at the Marcial Ranola Memorial High School in 1967. 


Paje was one of several civilians who filed for amnesty before the DND. This includes my friend, Atty. Jose Belmonte, and several others namely, Jose Albert, Jimmy Regalario, and Jason Paul Malajacan. (that was last March 22, 2011).


Paje runs an office at Teachers' Village. This is the office he uses in illegally transacting with big-time locators and smugglers. Fact is, one of the meetings where he called those smugglers was held in this office.


Paje also transacts business with these smugglers and big time players in one of the hotels within the vicinity. 


Paje uses a certain "emman" to handle media attacks against him. This emman writes for General Lim.


General Lim, if reports are to be believed, already scolded Paje for using his name in soliciting protection money from Customs smugglers.


(I am not at liberty to divulge current efforts against Paje because it could compromise operations)


There is another guy, R. Sacramento, who is also now involved in the big-time rackets game at the Bureau who was initially thought of, as Lim's Chief of Staff. Sacramento is involved in the Tina Yu smuggling business which is the reason why he was ousted by the Bureau in the first place. 


A certain Mary Salvacion and this Sacramento guy liaises with big players at the Customs and collects monies from them. These monies, in turn, they give to Paje. Salvacion brags that she can protect the asses of those smugglers because she has the backing of General Lim.


General Lim should immediately disassociate himself with these stupid characters and this space is open for the above named individuals to issue statements clearing their names. 


The fight against corruption at the Bureau of Customs should never stop! This bureau is the microcosm of Philippine society and if these people who now hold the relm of power there are useless and weak, what more to do, Mr. President?

Deputy Commissioner for Intelligence Danilo Lim on Monday warned those transacting business at the Bureau of Customs not to give “tara” or bribes to persons dropping his name.
This after customs police arrested last week two individuals at the Manila International Container Port in the act of soliciting “tara” using Lim’s name.
“Let it be public knowledge that I neither asked for tara nor appointed anyone to solicit it for myself or for my office,” Lim said in a statement.
He said he received information that individuals were soliciting bribes in his name, and “some of it was already earmarked for pickup by my representative.”
“To all concerned, beware. Bribery is a crime. All other related crimes that are a result of bribery have corresponding severe penalties under the Revised Penal Code of the Philippines (RPCP),” Lim said.
“This authority will not hesitate to seek the harshest penalty under the RPCP, if conditions call for it and are necessary,” he added.
Lim, a bemedalled former Army Scout Rangers commander, was instructed by President Benigno Aquino III to clean up the notoriously corrupt customs service. He was a leader of various military uprisings in the first Aquino administration and the Arroyo administration. Philip C. Tubeza

News alert! Danny Lim busts illegal shipment in Davao City

At last! Deputy Customs Commissioner Danny Lim and other Patriots started debilitating rice smugglers and other unscrupulous individuals who, for the past few years, have benefitted from misdeclaring the goods they bring in to the country.


Today, Danny Lim and the Patriots over there at the Bureau apprehended 17 container vans with 13 twenty footers. Contained in these vans were grossly misdeclared goods. Four forty footers were found to contain hundreds of sacks of rice. 


Lim and the Customs Patriots also found that the importation was done illegally by a fictitious consignee. The vans also contain assorted household items instead of the items declared before Customs.


Lim and the Customs Patriots estimated the total value of those goods at 21 million pesos.
