Breaking news: High government official sick with throat cancer?

I want to identify this government official but since I am still verifying this report, I deemed it wise to unname him.

Based on reports, this government official is reportedly sick with throat cancer. Doctors who privately confided with this official gave him just less than six months to live.

This news is spreading like wildfire among government employees and officials as well. Many say this news emanated from the staff who overheard these government officials talking about it inside a certain "Balai"

who is this official who reportedly realized how mortal he is when he heard the bad news? Clue, he exercises tremendous power. Another clue---no one will inherit his estate if he dies.

According to reports, the cancer is reportedly terminal.

Another clue---the medical records and bulletin of this government official were never published, a break in the tradition of the post he occupies.

Palace to make a move against Gibo soon?

Senator Frank Drilon, citing sources from the palace, says that Secretary Ebdane will head the Department of Defense (DND)--a move interpreted as a precursor to the declaration of martial law in the Philippines. What's curious is the expected "lateral" transfer of Defense secretary Gilbert "Gibo" Teodoro to the Justice department, with now current head Agnes Devenadera to go back to her solgen post.

Why the justice department for Gibo? Is he not an effective soldier anymore for Gloria? Probably because of his strong public condemnation of martial rule yesterday, when he said that there's no such thing and he'll be first to oppose it, same stance as former president Fidel V. Ramos. Or, possibly, Gloria is afraid that Teodoro is gaining more and more adherents not just in the military, but moreso in civil society. I, myself, admired Teodoro's grit. He seems to be the perfect leader, having a good grasp of things and with a good and strong heart.

Maybe Teodoro is being eased out because he's getting bigger than his boss. Being a professional in Arroyo's Cabinet is not an admirable trait. What Gloria wants and likes are dogs. These people serve her well and calms her troubled mind.

Or possibly, maybe the justice portfolio is more apt for Gibo, since the post is more "controversial" and one can get more publicity juice out of it. Or, maybe, Gloria suspects that some group within the Cabinet is sabotaging her and wants a Honduran solution soon?

I asked my classmate what he thinks and he says that Gibo and Gloria are not seeing eye-to-eye anymore after Gibo's lavish birthday party. Gloria was not there, but her Cabinet members were. That party was interpreted by close Arroyo associates as a virtual Munich Putsch. Remember that even Executive secretary Eduardo Ermita was there to toast for Gibo.

An Oddity

It's so odd that, a few months prior to her downfall, err, the end of her term, Gloria is still making all these moves. Ebdane was formerly PNP chief and commands his own men inside the Philippine National Police (PNP) and AFP. Like DOTC secretary Leandro Mendoza, Ebdane was one of those who remained loyal to Madame, because they're friends of her husband, First Gentleman Mike Arroyo.

Ebdane remains very relevant to Mrs. Arroyo since his former subordinates now occupy highly sensitive posts within the AFP and PNP.

Consolidating power for what?

For an administration with a few months left, it's totally suspicious why the sudden re-shuffle. Is Gloria easing those not in her inner circle anymore and moving to consolidate all power to her group? Teodoro revealed that he's not too privy to what Arroyo thinks anymore, a possible sign of disengagement to the power center. (some say that the reshuffle will happen shorly during or after Arroyo's trip to Egypt)

Why consolidate power when you're virtually a lameduck at this point, except that you're preparing for something big soon?

The transfer of Ebdane, Arroyo's closest general, says something. This is actually an indirect admission that internal squabbles are really happening within the military establishment, for both glory and gold.

The defense department has a say on appointments in the AFP. With the current wrangling within the military and police, Arroyo probably sees the need to appoint someone very close to her so that her favored PMA class gets the top posts even while AFP Chief of Staff General Victor Ibrado stays as head.

The plan really is to undermine the leadership of Ibrado, subverting him by snatching the ranks beneath him, while allowing him to act as Chief of Staff. This is reminiscent of the moves by Lacson's group when he allowed his men to undermine then PNP Chief Roberto Lastimoso's leadership while allowing Lastimoso to "act" as PNP chief.

Bombings related to efforts to "delimit" Gibo's power as defense sec?

Arroyo's men know that its hard to dislodge Gibo from his seat, given his rising popularity. What would, however, justify this?

Instability. As what I wrote previously, this administration thrives in destabilization. It always gets what it wants shortly after a destabilized situation.

By creating a destabilized environment, Malacanang can now justify the removal of Gibo from defense and transfer him to the justice portfolio. The question really is---what's next?

DILG Role in Nicole Recantation

What's the role played by DILG Undersecretary Marius Corpus in securing a compromised agreement between the parties of Suzette (Nicole) Nicolas, the alleged Subic rape victim, and convicted rapist Lance Corporal Daniel Smith?

Remember that last year, Corpus was sent to the US embassy to look after Smith. There were reports last year of an attempt by the US government to send Smith home.

Was Corpus visit to the US embassy one of many meetings that led to the eventual recantation of Nicole? Are those visits official negotiations between the US and Philippine governments in relation to the eventual reversal of the conviction of Smith?

In an interview late last year, Corpus was heard over ABS-CBN 2 telling us that there are indications that "this issue would be resolved soon." Was that a slip of the tongue?

If Corpus had a hand in the negotiations that led to Nicole's trip abroad last January, then, this provides introvertible proof that there was a government-to-government involvement in Nicole's case. And for what?

To secure the Visiting Forces Agreement (VFA).

Analysis of the Phil. Situation 3: The Political Bigwigs

There are talks that Speaker Prospero Nograles is under extreme pressure. His political party, Kampi, is pressuring him to change his stand against term extension. Kampi even threatens to oust him as Speaker via a coup d'etat. And the one allegedly orchestrating this, is none other than his friend, Ronnie Puno.

It's well known that DILG secretary Ronnie Puno (the chief architect of Kampi's expansion) belongs to the small group of Palace secretaries who favor Gloria's 2020 overtime plan. Puno is allegedly confident that the strength of the anti charter change movement is weak, therefore, this is the time to really go for blood and push charter change down the people's throat. Obviously, a consummate politician like Nograles sees differently and that explains why he's opposing Puno's group. For all his allegedly strong personality facade, Nograles is afraid to go against his former boss, Jose de Venecia Jr. Talks are afloat within the House that JDV is getting more and more support not only from civil society but also in the political scene that there are very strong perceptions that JDV is re-invigorating his political clout. Now, aside from Nograles, Albay Congressman Edcel Lagman already called it quits and already announced his readiness not to participate in the charter change push.

Now, I think that other charter change proponents will fall one by one prior and after December 12. Luis Villafuerte will definitely accede, so do Cebu Congressman Pablo Garcia. Even La Union Congressman Victor Ortega will succumb to public pressure once this accelerates a week before December 12. If these Congressmen fall, the rest will definitely follow. Unlike the Big Yoda (Jose de Venecia Jr.), these Congressmen are not made of sterner stuff. They, surely, will enter into compromises or deals if they see that the winds are changing and blowing in the other way.

At the Senate, almost everybody there are opposed to term extensions. However, it is important to note how Enrile will maneuver to neutralize future opposition to his post as Senate President. Enrile is neither opposition nor administration. He is his own man. He may act independently on his own to solidify forces against Gloria come decision time.

Meanwhile, traditional political parties are positioning themselves away from the ruling coalition and this will definitely show come December 12. Manny Villar's Nacionalista Party has just forged a tactical alliance with the JDV-FVR faction in Lakas. Danding has also given his blessing for NPC to join JDV-FVR. Will there be a formal announcement of the breakout of this Lakas faction from the Lakas-KAMPI ruling coalition? Quite expectedly, yes. Will there be a new dominant party prior to 2010? Yes. It will be the strong political front of Lakas-NPC-Nacionalista. Will this impact on the political future of other political parties? Yes. Who is the most immediate victim? It will be Gloria's KAMPI party who will definitely be marginalized once FVR announces a tactical alliance.

Now, this announcement will definitely be timed after a strong showing against charter change in December 12. Obviously, FVR has already wrote finis his relationship with Gloria and he knows how to counter the expected backlash from Lakas-KAMPI. It would be better if FVR's faction does this after the overthrow of Gloria.

In fact, many are saying that the reason for these sudden political re-alignments is to protect the status quo once a coup succeeds in toppling Gloria. At the surface, it may appear that the December 12 interfaith rally is just your normal rally but in the backstages, things are moving very fast against Gloria. The rally is just a facade to hide the backroom negotiations being done to effect a bloodless transition of power! More on this in the summary of these posts.
