Imagine the entire Church humiliated by the erroneous accusation of Margie Juico and the PCSO board with Betty Nantes, Mamba, Tolentino and what-have-you. Juico denies accusing the bishops of getting "Pajeros' when three (3) reputable news outlets, including one which they paid 750,000 pesos allegedly (source is internal) to just publish the "kuryente" news of the Pajero bishops have attested that it came from her own mouth. 

Juico should re-examine her statements. She really said those bishops got Pajeros, not utility vehicles. The senate discovered that there was no Pajeros involved.

And I am saddened by the statement of Senator Teofisto Guingona IV, head of the Senate Blue Ribbon committee. Guingona, whom I admire and helped during the elections, said that Juico should not resign from her post. WTF?

Mr. Senator, this woman is either a trojan horse of former president Gloria Arroyo or just plain stupid. IMagine, coming out and accusing innocent people of a crime they did not commit and now says, she's sorry? 

Juico should not just be fired and the entire board as well. They should be charged with libel!

And to my friend, Senator Guingona. Join us in asking for Juico's head.

CBCP SHOULD FILE LIBEL CHARGES AGAINST JUICO AND PCSO BOARD

According to a very reliable source, it was the suggestion of a lady board member of the PCSO who is a non-lawyer and reputedly very close to Dante Ang to picture the vehicles as PAJEROS or SUVs when in fact, the vehicles donated by the PCSO were all utility vehicles.

And based on my contact, the CBCP particularly the bishops are thinking of filing libel charges against Juico and the rest of the PCSO board. My sources say the PCSO board committed libel when they accused these bishops of impropriety. The main requisite for the crime of libel is when a person imputes a crime against another without sufficient basis in truth and in fact.

In this case, there were several quotes attributed to Juico and other board members accusing the Bishops of receiving SUVs or Pajeros. In today's Senate hearing, Juico denied ever mentioning the term "Pajero" despite overwhelming pieces of evidence (news reports) directly quoting her.

Seems like the truth is finally unravelling...

Senator Miriam Santiago slams PCSO for asking for investigation of the Church SUV: Juico's head should be cut now!

Senator Miriam Santiago lambasted the Philippine Charity Sweepstakes Office (PCSO) today at the Senate Blue Ribbon Committee for "wasting the time of the Senate and the people's monies" for calling for an investigation on the giving away of the SUVs to Catholic bishops.

In a stirring speech, Santiago says that the Supreme Court has already ruled that donations or cash coming from government should not be immediately rendered as illegal or illicit, just because it was given by the government. In a landmark case of the Supreme court, the Highest Tribunal of the land, says that the reason for the donation or the reason why the donation is necessary is enough to allow such donations.

Kumbaga, the church officials are not liable for breaking any law. Therefore, the scandal is a non-scandal. Pooh. Poooopppp!

Or what we call in the industry as KURYENTE! KURYENTE!

Juico's revelations backfired. 

This issue exploded before the very face of Juico and the current PCSO board composed of Betty Nantes, Mamba, Tolentino and others.

PCSO scandal according to Juico is no scandal but a PR stunt

So, these are not luxury vehicles after all. PCSO admitted that the vehicles they gave away are all SUV's--luxury vehicles here, but mere "utility" vehicles abroad. So, what's wrong with giving utility vehicles?


Have you seen the plight of mountain people? Of how government services fail to reach them because of their distance from the nearest town? Who helps them in times of need? Who else but Catholic priests, missionaries and health care workers? 


It is humiliating for the government to even ask Catholic bishops to account for these vehicles, since these vehicles were bought not because of luxury but because of utility. Sige nga, use a Toyota Vios or a Kia pride going up the mountains? I heard that those Isuzu alterras were used as ambulances and also for sending relief goods to far-flung areas. Of course, you use a 4x4 going up those mountains, especially to those areas with rough roads.


At the Senate hearings, it was later revealed that there were no Pajeros purchased. So, that Pajero angle was all PR, not legal. This shows you that this thing was manufactured in the first place, to humiliate the Church because of its campaign against the Reproductive Health bill.


And why is the church being villified? Because this administration fears that some Church members already joined the growing opposition against Noynoy. There are confirmed intelligence reports that certain personalities linked with the former regime are planning something sinister against the Aquino administration. The administration wants to break the tenuous relationship between fascists members of the former regime and that of the Church. 


However, this so-called "scandal" has the tendency to fall flat since it's more of a PR stunt than anything. If you study this thing very closely, no law was breached. 


That's why Margie Juico and the PCSO board are ignorant or they play dumb just for political reasons. They want to drag bishops and local government officials to these anomalies to hide the present scandals and indiscretions committed by the present board.


Do the public know that the Loterya ng Bayan, the scheme that PCSO wants to replace jueteng with, is tainted with anomalies? The Senate should look into this because this is more serious than the ones being thrown at previous boards by Juico and her gang.


The Loterya ng Bayan scheme is being peddled to jueteng lords and operators nationwide. They just closed the applications just recently, and the public does not know. Why? Because Juico and her gang launched this PR stunt for two (2) reasons: they want to ingratiate themselves to Pnoy and they want to hide the present anomalous transactions entered into by the present board. 


The present board must explain to the public why the Loterya ng Bayan offering was conducted under a cloak of secrecy when the present Aquino administration has a policy of transparency.


The present board must reveal the identities of those who purchased a Loterya ng Bayan franchise. 


Gumugulong ba ang pondo ng jueteng dito para pondohan ang pagsisiwalat umano ng mga katiwalian sa PCSO upang matakpan naman ang sinasabing anomalya sa pamamahala ng ahensya gayundin ang sinasabing papausbong na anomalya ng Loterya ng Bayan?

President Aquino just sold his Porsche for 4.6 million pesos. That car has been with him for only a few months but probably due to "pressure" (some say from his sisters), Noynoy was convinced to part with it. 


When I heard that he did this, I sighed and cried. Is this the start of a new beginning for this administration? I hope so.


I really hope that Aquino will now face these challenges with a broader than usual perspective and a strong political will. 


I really hope that Aquino continues to open his ears to suggestions and critiques (not criticisms) since these are being done for his benefit. 


If Pnoy was able to part with his precious dream car, will he also have the gall to part with his "shooting buddies" and erring classmates who put him under very humiliating circumstances in the past?


I am referring to Margie Juico, who continues to say that there are anomalies in the PCSO without legally substantiating them. Juico, I think, is a Trojan Horse. The entire deck of cards against the former regime would fall by the second, the public discovers that these PCSO board allegations are all PR stunts. 


Based on a review of the PCSO charter, there is nothing legally infirm about donations given to the Church. The Supreme Court already clarified and classified the term donations given by the PCSO to church and religious affiliations. 


Fact is, Juico even admitted that they are very worried about this since this allegation against the Church is largely unfounded and has no basis in law. Again, a review of the PCSO charter will show that no irregularity in giving donations to churches and religious groups. 


Nothing wrong again with giving donations to local government units, this has been admitted again by Juico in her interview with Ted Failon yesterday. Failon commented the piece meal thing the PCSO is doing, even alleging that the PCSO is conducting a PR campaign instead of really showing a very tight legal case.


Morato etal should file libel cases against Juico since Juico is churning up allegations against allegations without legal basis. Juico is liable for libel.


Aquino should fire Juico and the entire PCSO board for murking up these cases against Arroyo. 


This goes to Virgie Torres, who was investigated for alleged complicity in the stradcom ownership dispute. Same goes to shooting buddy Undersecretary Puno who remains at the DILG but without any legitimate function. We are paying for the salary of someone who's useless.


Other Cabinet members fit for retirement are Customs chief Angelito Alvarez and other members of GOCCs particularly of RPN 9.

PCSO SCANDAL, ACCORDING TO JUICO: KURYENTE

Margie Juico should be fired. The same goes to the entire board of the PCSO for two (2) reasons: one, for ignorance of the law and two, for spending PCSO money to back up a PR campaign to ingratiate themselves to Pnoy.


What is so illegal with giving ambulances to provincial governments? None. What is so illegal with giving vehicles to the Church? None.


Tainting these with the term "political patronage" is, without a doubt, a PR stunt, not necessarily, a legal one.


Inquirer should not banner such things, since this PCSO scandal, according to Juico, is what we in the industry call "kuryente".


Worst, it may even drag other cases of more substantive nature with it. 


It's okey to drag Gloria Macapagal-Arroyo with the fertilizer scam, the North rail project and this and that anomalous deals, since these have basis of illegality.


But to drag her and her allies with this so-called PCSO mess is very dangerous.


What is so anomalous about the PCSO now?


It is Margie retaining his son as Chief of Staff, ergo, nepotism.


It is Margie and the board abandoning the Quezon Institute (QI) and spending the operational funds of the agency for leasing expenses.


It is Margie allowing a pro-Arroyo publicist Dante Ang full control of PR funds. 


And it is Margie mismanaging the affairs of the agency and not being able to settle the debts of the PCSO with hospitals despite getting bigger revenues every single day.


These are according to Manoling Morato, former board member of the PCSO.

There is still hope in Aquino

There are tons of work in the palace. Arroyo mismanaged the affairs of the State for nine long years. The former dispensation is a game changer. That administration totally changed the way we view government service. During those tumultuous years, public service meant personal service and allegiance to the Couple ensconced in Malacanang.


Slowly, Aquino is changing all that. Admittedly, Aquino is honestly serving all of us. THere is still hope that things will definitely change for the better if Aquino would be honest enough to fire his close associates involved in graft and corruption.


Fire Angelito Alvarez from Customs. Kick the butt of Margie Juico from PCSO. Kindly tell Virgie Torres to vacate her post at LTO and investigate several other "pro-Noynoys" involved in this and that deals in government, and all would be fine.

To Pnoy--fire Margie Juico and the entire PCSO Board Now!

If you're doing something illegal, the best tactic to use is bring up the anomalies of the past to hide those you're doing right now. This is what Margie Juico and the current PCSO board is doing, says Manoling Morato.


Juico is being accused of nepotism. She maintains her son as her chief of staff, earning millions of pesos worth of salaries from the PCSO. Her brother, Emmet Penson, supplies wheelchairs to the PCSO, an obvious conflict of interest. Her husband, Philip Juico, together with publicist Dante Ang, a known Arroyo henchman, reportedly controls the PR funds worth multi-millions of the PCSO. Tons of money from alleged crooked STL operators goes to the pockets of the Juico gang allegedly being facilitated by a staffer of one of the PCSO directors who has numerous criminal cases tugged in his belt. 


Morato says more and more Filipinos are dying because of lack of assistance from the PCSO. The old board left at least 6 billion pesos in the agency's coffers. Now, Juico claims that there is no more money. Where is the money of the PCSO?


Juico is reportedly doing these exposes for the benefit of the people. It is quite obvious, based on evidence, that Juico is just trying to hide her alleged nefarious activities at the PCSO. The PCSO's funds are being used by some directors for their future political plans, says an insider. One of the directors has a plan to run for either the governorship or the congressional post in his/her province.


What this director does not know is one or two of her staffers are getting into illicit deals without her knowledge and even robbing her of her money in clear daylight. An internal probe is being conducted by the palace and the NBI and it is a matter of time before these staffers are hauled to jail.


The Senate or Congress should investigate this mess. The Filipino people do not deserve this. President Aquino should fire the entire board. 

Filipino People: Home Alone

Former president Gloria Arroyo accused President Noynoy Aquino of  being an "absentee" president. She says Aquino's "nobody's home" style of leadership has affected the economy of the Philippines. The former Chief Executive boasted of her "economic gains". Arroyo even bruited her strong leadership style which protected the economy from the financial stresses of the late 2000.


Arroyo criticized Aquino for the underperformance of the economy. Arroyo's rejoinder came out shortly after the PCCI gave a scathing remark against the Aquino administration, giving the administration a very low mark in terms of economic performance.


Bull. Crap.


Factually, both are "absentee" presidents. Both are equally galling in claiming successes or victories for and on behalf of the people. The fact remains--the majority of the Filipino People continues to wallow in dire poverty due to rising prices of commodities, particularly gas and food prices.


For one, there is overwhelming evidence of Arroyo and her associates pulling this economy to the ground with their wanton disregard of morality and law. Her involvement in onerous contracts and graft-laded projects have put great stress upon the economy, with debts ballooning to trillions of pesos. Worst, Arroyo's term was a game changer. It institutionalized cronyism, and graft and corruption. All political institutions were corrupted and became part of Arroyo's personal fiefdom. 




Sad though that the one-year old Aquino administration is showing signs of an Arroyo administration. Former Archbishop Oscar Cruz says that the only accomplishment of the Aquino administration is the enforcement of the anti-"wang-wang" campaign. Rampant graft and corruption continues unabated, with very close associates of the President involved. Erring officials in the Aquino Cabinet remained, protected by a President who is now very isolated by contending groups within.

“With pomp and pageantry, the present government took over. It is now anybody’s guess what the forthcoming SONA (State of the Nation Address) will say-and what will the people in turn say thereafter. The following is predictable: Grand accomplishment report. Miserable reality show. And that’s it. And this is no guess,” Cruz said.

Compared with the glare of Arroyo though, Aquino is doing much less. That glare of corruption has blinded most of those close to Arroyo, blinded by so much stolen monies. Aquino, meanwhile, continues to correct the monumental wrongs committed by Arroyo. Yet, both do not understand the real situation; hence, continues to commit the same wrongs of the past. 


There is promise however, in Aquino. Aquino has to give up his cronies this early. 


Fire PCSO chairman Margie Juico with her whole board. Same goes to LTO chief Virgie Torres, Customs Chief Angelito Alvarez and others who continue to shame the administration with their acts. 

The Presidency should be judged morally

During a dinner last night which I attended, Alex Lacson urged people to judge President Benigno Aquino III on two things: First, he not using public funds for his own personal use and two, he is not abusing his powers. Let's discuss.


On the first take, we really don't know if President Aquino is not using public funds for his personal use. Billions of pesos were allotted as Aquino's intelligence funds, and these are mostly unaccounted. Besides, no one really knows since his term has not finished yet. There is no group that monitors Aquino's spending of the money entrusted to him.


I urged citizen's groups and cause-oriented groups to monitor Aquino's public spending habits. It is too early for anyone to say that he's not toying with public funds.


On the second condition, well, there is evidence that he already abused the powers entrusted to him by the People.


Look, he ignored the findings of the Independent Commission set up to investigate the Rizal hostage crisis. That Commission recommended the filing of administrative charges against his firing buddy, DILG Undersecretary Rico Puno. Aquino did not sign that off. That is a clear abuse of his powers.


There was a recommendation which came from former DOTC Secretary Ping de Jesus recommending that sanctions be imposed against LTO head Virgie Torres. What happened? Torres is expected to regain her post this June 19. Again, Aquino abused his powers.


Seems like Aquino is encouraging the spread of cronyism, a bad sign.


Why protect the likes of Puno and Torres? Likewise, why retain men such as Customs head Lito Alvarez and PCSO head Margie Juico, two officials embroiled in numerous graft cases? They should be fired. 


It is not too late for the President to do the right thing.

PCSO Scandal, part 3: Margie Juico's defense Against Manoling Morato

I was'nt able to attend the Blogwatch interview with embattled PCSO chairman Margie Juico. I read the statement she gave and in the interest of fairness, I will publish it here (with permission of course from Blogwatch).


What I read is such a PR-tsy statement that really did not answer Manoling Morato's point-by-point  allegations, meaning, it must be entirely true.


Really, Margie Juico is really in deep s...t. She tries to picture this as a personal attack against her by no less than her friend, Manoling.


For one, Manoling and Margie Juico have been colleagues since the Ramos era. She did propound an answer about the hasty sale of the QI which, she says was a result of the findings of engineers.


Let me just point you to a Daily Tribune article which says that the sale should have gone through channels. It did not. see link.


The statement below is obviously a veiled attempt to obfuscate the issues hurled by former Chairman Manoling Morato against the Juicos.


Margie failed to impress the bloggers (some of those who went there told me that she was flip-flapping and every single time, she contradicted herself). Judging from what I read just now, I am definitely not convinced.


As a strategic communications professional, with years of involvement in crisis PR, this statement is clearly the handiwork of a publicist, not really something worth of a defense.


Yet, you decide my dear friends if really the Juicos had nothing to hide.

Statement by PCSO Chairman Margie Juico

Let me go straight to the point. I’ve decided to break my silence on the false and malicious accusations being peddled by a sourgraping individual that fancies himself as a crusader. I hope this will be my last statement on matters that only feed someone’s ego no end.

I will confine my comments to the more relevant issues he raised against the PCSO officials, my husband Philip and myself. Ordinarily, spouses protect and defend each other against the malevolence of our detractors. But this is not one of those instances. There is nothing to defend against.

I will not stoop to his level of ignorance nor dignify the accusations that might exacerbate his childlike behavior and narcissism. It is enough for me to say that his charges are full of hot air, self-serving , and reeking with hate. Nonetheless, I will address the issues for the umpteenth time more for the benefit of the general public or of the greater audience whom I may have failed to reach.

We were accused of causing the transfer of the PCSO offices from the Quezon Institute compound in Quezon City to the PICC in Manila for personal gain. Mayroon daw kaming commission at tatlong (3) condominium units sa itatayong condominiums sa pag-aahente ng QI. Our detractor dismissed the findings of the structural engineers from the DPWH and the Quezon City government that the buildings might collapose should a major earthquake occur.

Ang Quezon Institute compound ay hindi pag-aari ng PCSO o ng gobyerno. Ang mayari nito ay ang Philippine Tuberculosis Society, Inc (PTSI) na pinamumunuan bg kagalang-galang na si Nini Quezon Avanceno, butihing anak ng nasirang President Manuel L. Quezon.

Kung ito man ay ibinebenta sa isang pribadong kumpanya, hindi ko alam at wala rin akong pakialam. Sabi ng mamang tumutuligasa sa amin, kaibigan daw niya si Mrs. Quezon Avancena. Ganoon pala, why doesn’t he ask Mrs. Avancena whether the QI is for sale or not and if it is , may nangungumisyon ba ? At kung mayroon, sino? Madali naming malaman ang katotohanan. Instead of indulging in fantasies and weaving malicious stories, he should just ask Mrs. Avencena for the truth. But I guess that would be asking too much of a person who has a long history of weaving yarns and engaging in malicious speculations against those whom he couldn’t influence or those who dare disagree with him.

On the PCSO transfer. Who should I rather believe, the licensed structural engineers or the perennial detractor who is neither an authority nor an engineer at all? Am I to disregard the findings and recommendations of the licenses structural engineers merely on the say so of our detractor? What are his qualifications ? Is he a licensed structural engineer? If he thinks he is right and the structural engineers were wrong in their assessments, why doesn’t he formally certify the soundness of the PCSO’s building structures in the QI compound? Weird, isn’t ?

The other issues he raised last week and weeks before that do not deserve a comment except to say that in many of his statements he refers to his illustrious father. Yes, his late father was an honorable man. However to paraphrase a famous saying, “Unlike Father, unlike son” What a shame.

The PCSO Scandal: Nepotism and the Illicit Transfer of Funds by Juico, say Manoling Morato

The Philippine Charity Sweepstakes Office (PCSO) says its former chairman Manoling Morato, generates 30 billion pesos from its lotto and sweepstakes draws. That's why, this year, the PCSO was able to pay taxes amounting to 2.9 billion pesos. 

In 1998, the Morato-led PCSO board deposited US$ 5 million in the Landbank, a government bank. In June 2010, that amount earned interests totalling almost US$ 6 million. 


That amount, says Morato, was the excess amount from the numerous ambulances purchased during the time of former president Fidel Valdez Ramos. 


Now, the question is--where is the amount right now?


According to a resolution signed by the PCSO board, that amount has been transfered to UCPB, a private bank. UCPB, based on Morato's sources, is an ailing bank.

This is illegal, says Morato, because under the law, the PCSO is mandated to deposit funds only in government banks. UCPB is not a government bank.


Reason for the transfer? According to the PCSO resolution, the UCPB gave the PCSO a higher interest rate. Reasonable, yes, legal, no.


So, if the PCSO has so much money, why is it that Juico is not paying the hospitals their due? Why is it that poor folks are not being given assistance?


Maybe Juico and the PCSO board are busy trying to find buyers for the numerous properties of the agency.

Aside from the Quezon Institute, the PCSO board led by Juico, is trying to sell the British Club building for just 61,000 pesos per square meter. That is way below the commercial value of the said property. Who is trying to buy it? 


And why is that Juico has insulated herself from all these? Simple.


Margie Juico, according to Morato, controls the PCSO.


Her brother, Emmet Penson, supplies wheelchairs to the PCSO. Philip "Popoy" Juico is now in charge of the PCSO PR fund, while their son, Vincent Juico, is Margie's chief of staff. Her Quezon CIty councilor son, Joseph, holds office in the Executive secretary's office on a one peso salary, austensibly to cover the tracks of the Juicos, Morato accuses.


This is clearly, a case of nepotism, since Vincent Juico earns a salary from PCSO.


Is PCSO now the fiefdom of the Juicos who reportedly contributed 5 million pesos to President Benigno S. Aquino's campaign funds? Is this the price the Filipino people has to pay?

Margie Juico's sins according to Manoling Morato: Selling QI, Part 1

Five hours and thirty minutes past until finally former PCSO chairman Manoling Morato decided to call it a day. More than a million people heard and saw him lambast PCSO chairman Margie Juico on the Internet, telling all, unmindful of the effects of his scathing words.

If you’re Manoling’s foe, expect that from the fiery and feisty man. Manoling is known for that. He once crossed swords with Erap. He knows no sacred cow. He venerates no one but God. He’s filthy rich and owes no one. That’s why his words hurt because he seldom lies.

When Margie accused Manoling of being part of a Gloria Arroyo cabal that reportedly conspired to cause the PCSO to be financially distressed (reportedly PCSO lost 2 billion pesos), Manoling went on a rampage. He wants to be heard. He felt that Margie used ABS-CBN as a propaganda vehicle. Manoling felt bad when Ted Failon’s crew reportedly pictured him a villain and Margie, the heroine. That’s why he called this presscon, attended by me and several other prominent Pinoy bloggers.

Interviewing him in his office full of historical memorabilia is one helluva experience. Manoling’s office bears marks of history. The office is like an ancient repository of the good, the scandalous, the noble and the sublime. Everywhere, one sees newspaper articles about Manoling, his brush with Erap, his term as MTRCB chairman, his numerous meetings with global as well as local personalities and his fight against those who cheat and lie and probably even rob the poor.

Manoling is not your usual guy. He is one of society’s most respected figures. Aside from his wealth, inherited from his illustrious father, Manoling is best known as the only PCSO director that really took care of the poor. He never used his 25 million peso PR fund, never shortchanged those who approached him for help and never even thought of selling the 6.5 hectare historical landmark called the Quezon Institute.

Not Juico. And that’s one of her sins, according to Morato.

When Margie Juico assumed the PCSO board, her first act was to transfer the PCSO offices to the PICC. This was done in haste, according to Manoling, with no proper planning and caused the disruption of PCSO operations for months.

Why the rush? 

Morato said the transfer was illegal. Such a transfer requires presidential approval. The PCSO board by virtue of E.O. 455 is not empowered to decide on such matters. Only the President can do that.

Again, why the rush?

Morato said that Juico and her board unilaterally decided upon themselves to pre-terminate the 50 year old lease contract of the PCSO with the PTSI-QI, and never even invited Health secretary Ona. 

The transfer, according to Morato's several documents, made a substantial impact on the PCSO's operating funds.Morato said, the transfer drained the operating fund. The transfer was not really necessary because PCSO had its "rent-free" agreement with the PTSI-QI which leased to the agency the 6.5 hectare property. When PCSO transferred to PICC, the agency started paying off millions of pesos for rent. 

" The reason why Margie wanted that transfer is because she hates Dr. Mita Pardo de Tavera who sued Margie to court for that disastrous multi-million " milk feeding project"" says Morato.

But, there are other more sinister reasons, adds Morato.

It seems that Mr. Alex Lopez, son of new PNOC Chairman Mel Lopez was the one who bought the 6.5 hectare property. Lopez plans to build a cluster of high-rise residential condos in the former TB hospital and has already tapped the architectural firm Massive Design for the development of the abandoned facility.

According to Morato, it was the Juicos who facilitated the sale.

" Information had reached me that Mr. Alex Lopez, a colleague of Mr. Philip (Popoy) Juico, chairman Juico's husband, during the Philippine Sports Commission days, has a backer in purchasing the property (the 6.5 hectare QI) left open for sale by Chairman Margie Juico's arbitrarty pretermination of the PCSO 50-year lease contract with 37 more years to go.
" I was also informed that an incumbent PCSO official will receive three condominium units, over and above the promised commission."
