Defense secretary Gilbert Teodoro should resign from his Cabinet portfolio, right now, while all these political maneuverings happen in the AFP. Why? Because he stands to benefit from all these AFP re-organization should he really run either for the presidential or the vice presidential posts in 2010. (see previous posts on AFP re-organization). Or even, for that matter, a seat in the Senate.
We all know that the key towards election victory here in the Philippines is simply having the right number of Generals at your side come election time. Generals control major areas considered their "turf" and they use these as political leverages. Generals take an active part in the elections. They are the silent "king-makers" in their territories (with the exception of those provinces under the Northern Alliance. There, civilians serve as kingmakers, not the other way around). They decide who wins and who loses.
With Teodoro still at the helm of the defense department, he enjoys the privilege of being the ultimate kingmaker. He may not have the billions of Villar, nor the masa appeal of Erap, but, he sure stands to gain from all these maneuverings happening inside the AFP organization.
If things continue, we may yet find ourselves waking up one morning to find Teodoro either as president or vice-president.
If we are to assess the chances of Teodoro, he stands a better chance of winning either posts than say, Villar or Mar Roxas or even Erap.
First, he has a political machinery. Second, he has the military hierarchy to back him up. And third, Teodoro has massive resources for his disposal. He can fund a grass-roots organization from the ground up.
And in a multi-party elections such as ours in 2010, administration bets are sure to win since the possibility of a minority president is now being floated around. Teodoro or a De Castro win will be justified.
And we all know who are behind either Teodoro and Noli....they have military men inside their organizations.

Here We Go Again
My friend, Fel Maragay wrote an interesting piece today. He said that the opposition is backing away from calls for Gloria's resignation. What struck me was the statement of Loren Legarda which says that the reason why she's not calling for Gloria's ouster is that "the alternative might be worse".

Despite what you think about Noli, Noli is in a better position to succeed Gloria for three reasons: First, he enjoys the trust and confidence of a huge majority of our people. He's well respected among the Muslims and non-Muslim segment of the population.This is the main reason why we must support him.
Second, during his time at the Senate, he did'nt hug the headlines nor debated much against fellow senators. He just worked his butt off compared to you. And third, he's the most hard-working vice president I have ever seen. He gave hope to Filipinos who aspire to have their own homes. He managed to lower interest rates and down-payments. Before, its really difficult even for a government employee to buy a house. Now, the possibilities are there.
Have you questioned yourself Loren? What have you achieved so far in your checkered political career? You had this Luntiang Kalikasan. Had it amounted to anything? No. I don't recall any law that you sponsored that really made an impact in my life. Do you have any executive post experience? No. You started your career strong by gunning at the senate.
People from your circle think that Noli has no brains. You're wrong. Noli has the intellectual capability to cross swords with diplomats, businessmen and politicians. Besides, we don't need intellectuals like you who pretend to know the solution but has the tendency to be the source of the problem later on.
Will I go on? What happened to your home? What happened to your supposed marriage with Leviste? Are you really the legitimate wife of Leviste? Is Leviste your legitimate husband? Where is your legitimate husband?
Before these self-moralizing politicians like Loren open their mouths, they should look at themselves first. Before they even shudder at the thought of a Noli presidency, they need to unite first with other groups and work for the ouster of this president. If they don't do it, then, palace men will definitely do it themselves.

Time Play
A recent SWS survey says that Filipino memory only last for 2.5 days. Meaning, if there is any controversy, Filipinos only take a serious and close look at it for nearly 3 days. The survey however, does not state what happens after 2.5 to 3 days. It just says how long short term memory lasts for Filipinos.
That's why it is most crucial for those who want to resolve this Lozada episode to act expeditiously before anything bad happens. For the administration, for this thing to come to a stop, it must be transparent and feed to the lions so to speak, the main characters of this issue. The recent decision to make FG attend the Ombusman hearings does not help. Neither is the apparent pressure for Neri not to attend the Senate hearings. If this administration wants to nip this thing in the bud, it must act now. This is not, anymore, a media play. It has taken a life of its own, independent of what the media is saying.
For the pro-Lozada camp, it must act now to generate more steam so to speak, to be able to sustain the momentum that the Lozada testimony has created. Time, unfortunately, is not on the side of the anti-Arroyo camp, mainly because the nature of these things need speed and timing.
Sources say both camps are in the thick of negotiations. There are suggestions of an Arroyo graceful exit, with Vice President Noli de Castro assuming as president while a snap elections is being prepared. This is acceptable to anti-Arroyo groups, since De Castro has a high acceptability rating and perceived to be least corrupt among Cabinet members of the Arroyo regime. Publicly, Arroyo has said that she'll not step down and will continue serving until her term ends in 2010.
I believe that mass mobilizations will continue this week prior to the celebration of EDSA Uno, which anti-Arroyo groups say is the Original EDSA. Today will be most crucial because Arroyo is in her most weakest and most vulnerable state. First, influential groups have joined the fray against her, including both the religious and business. And second, grass-roots organizing has started, with the support of Catholic schools, the main ingredient of any EDSA revolt. Even if Arroyo uses the full strength of the military and police in neutralizing these groups, it will NOT BE SUCCESSFUL because ANY OPPRESSIVE ACT COMING FROM THE STATE RIGHT NOW WOULD IMPACT ON THE INTERNATIONAL IMAGE OF THE ARROYO ADMINISTRATION.
Ergo, groups should pursue this thing to its logical conclusion which is the OUSTER OF ARROYO prior to EDSA Uno celebrations. If it fails to generate mass support or slacken along the way, then, these groups would be more susceptible to counter-revolutionary measures and probably, more oppressive actions coming from Arroyo. Hence, the time to act is NOW.

2008 Start of the Presidential Campaign
If a coup does not occur in either January or February 2008, chances are the following configurations will happen on route to 2010.
Roxas-Legarda
There are strong indications that a tandem between Senators Mar Roxas and Loren Legarda is being done in the woodworks. These two individuals are the strongest candidates for the top posts. Lakas is reportedly talking with either NP or LP. However, Ray Roquero did'nt mention that most Lakas members favoring LP over NP. The question that remains is, what would happen to the principled stand of the LP articulated by LP stalwart former Senator Frank Drilon that their party will never align with the administration party? If LP coalesce with Lakas, Drilon's reputation will definitely be at stake. And surely, their trust ratings will suffer because, obviously, the people will never tolerate a Lakas-LP coalition.
Villar-Noli
Villar has intimated his desire to run for the presidency early on in 2004. The prime problem of Villar is his vice presidential contender. There are indications that NP will side with the administration this year for possible preparations for 2010. Indications are rife that Villar will align with a contender from Arroyo's party, most probably Noli. However, I believe Noli's camp is also preparing for his possible candidacy, at the behest of Arroyo. This tandem will not be the strongest.
Administration choosing either Noli, Bayani or Belmonte
There are signs that these three stooges will campaign hard for the blessing of Arroyo this year. These three coalition partners of Arroyo stand no chance of winning the presidency. Their campaigns are just test missions so to speak. They are being pump primed in the event that Kampi fails to coalesce with NP for 2010. Should any of these talks fail, its either a Noli-Bayani tandem or a Noli-Belmonte tandem will happen. In any case, Bayani Fernando's candidacy is interesting because he can run either as Vice President or Senator. If he runs for Senator, he has a strong chance of winning. This year 2008 is a critical year for Bayani. If his Test mission fails to generate enough dent in his ratings in any surveys, he could probably settle for the Marikina post again in a post-Arroyo regime.

A Roxas-Noli tandem is also formidable. Both groups share the same passion. Both have strong campaign machineries. However, I don't know if Noli would agree on such a coalition. In any case, should their tandem happen, it will occur when Noli forms his own party since I believe, LP stalwarts will never coalesce with Arroyo's.
Binay-Estrada
Within the opposition, there are lingering talks of a Binay-Estrada tandem. Obviously, Jinggoy is a strong vice-presidential candidate and a tandem like this will definitely benefit the Estradas rather than Binay. If this occurs, what will happen to a possible UNO coalition with LP?

These talks as revealed by Ray Roquero involves the total absolution of Arroyo's camp from any prosecution after 2010. Knowing these people from NP, they will obviously agree since its a cheap negotiation anyway.

The question really is---will these two personas allow themselves to fade away from the public eye? Surely, they would really really press hard for a change of government prior to 2010. This month, an attempt was made in Congress precisely about this one. The hearing will happen in the first week of January. The question is--will NP and LP allow this to happen? The chances of a parliamentary shift is very strong given that the opposition is truly weak at the core.
