Senator Santiago validated Oplan Alpha--the move to declare the entire Philippines under Martial Law


Senator Miriam Defensor-Santiago just validated Oplan Alpha, the plot of this administration to extend its rule beyond 2010 thru an extended martial law. The Inquirer headline today " Bolder martial law seen" was first exposed here and I am not ashamed of exposing the plot more to you my dear readers so that we can pre-empt this plan, like what we did in Oplan August Moon.

However, it might be too late for us.

Talks are swirling that an attempt against the seat of Power is slated to occur by the 16th or 17th of this month. If this will not occur, then a group of Generals are reportedly meeting to take full control of the government after Christmas.

The plot reportedly involves hawks within the palace who first suggested the establishment of a transitory government prior to the 2010 elections. This "cabal" as what Santiago described them, is tinkering of extending the scope of Martial law first in the entire ARMM (that explains why people are also asking that the Lanao provinces and the Sulu-Basilan-Tawi-tawi be put under Martial law).

Now, there is a twist behind this plot---the objective of securing ALL of Mindanao to prevent lawless elements, and that includes terrorists, who might be planning of sabotaging the biggest energy project in the Sulu sea. This is actually the second reason why security advisers of Mrs. Arroyo are fully behind martial law.

The move is reminiscent of the God Save The Queen.

Now, what is troubling is this---this cabal will surely be surprised because there is now a massing of support to create stiff opposition against them. The New Patriots of the New Generation will stand up and oppose them, whatever it takes, just to secure the True Will of the People which is OUST GLORIA.

Oplan Alpha


Oplan Alpha, an alleged plot to declare martial law in the Philippines, was planned a week after Defense secretary Gilbert "Gibo" Teodoro agreed to become Lakas-KAMPI CMD presidential bet. The plot involves heightening tensions in Mindanao leading to a situation where it is untenable for the government not to declare martial law in the region.

Oplan Alpha, a source says, also aims to suspend the conduct of the elections in May 10, 2010 and extend the term of the President for two years.

The Oplan Alpha calls for the heightening also of tensions in the capital, which the government will link with the situation in Mindanao. A "self-coup", code name " Restoration", will be staged and will be blamed against named enemies of the state. This "Restoration" plan will be the last action leading to a December declaration of martial law.

If this is not possible, planners of Oplan Alpha will try to do it by the second week of January 2010.

Aims of Oplan Alpha:

1. Arrest and detention of enemies of the State, namely, Leftists and some elements of Samahang Magdalo.

2. Take-over of installations of government and private companies.

3. Communication of intentions before foreign dignitaries to shore up international support.

4. Forty eight hours stoppage of all communication and control of sensitive private communications facilities.

5. Putting under house arrest sympathetic and "counter-revolutionary" members of the AFP and PNP.

Save Our Nation for National Transformation: Philippines 2020


Save our Nation (www.saveournation.tk) is a new initiative by New Patriots led by Don Flordeliza which aims to encourage Filipinos to contribute their share in nation-building.

Flordeliza, in his website, says that every Filipino should transform himself as an agent of change and provide his thoughts on rehabilitating our country. More than the physical rehabilitation brought by calamities, Don wrote that it is equally important for us to emphasize the rehabilitation of the Filipino geist or Spirit.

What is the meaning of all of these?

It means that while we do the rehabilitation work of our damaged infrastructure, we need to rehabilitate the damaged Filipino psyche. This, for me, is most important. Rehabilitating our institutions is the order of the Day.

Our nation is now severely damaged wrought not just by natural calamities, but by the failures of the present generation of leaders to provide us with the vision and the direction towards a New Philippines.

" It is a call of the leaders and individuals who will respond to the present needs of the Filipino people," says Don in a phone conversation.

I say:

This is a challenge to all those who idealizes a better Philippines. This is a challenge to those young and idealist officers in the field and those generals who still hold the fire of " We Belong" and " Our Dreams shall never die."

Provide us with the muscle. Provide us with your dreams. Provide us with your direction and the People will follow.

This coming elections is not the answer to the People's yearning for a Better Philippines. No. This, in fact, will contribute to the further weakening of our institutions and a faster degeneration of our Nation.

This elections is a security nightmare that would trigger more instability and more destruction.

The times call for leaders who shall re-imagine our Reality and put things in order. The call is NOW.

Collectively, save our Nation for National Transformation. 

I salute comrade Don Flordeliza for providing the online platform for this initiative. Let this be the start of something beautiful. Let a million flowers bloom because of this. Mabuhay! Onward with the People's Struggle!

Teodoro denies plans to institute Martial Law



Defense secretary Gilbert "Gibo" Teodoro says that government does not plan to declare martial law for one obvious reason---it is legally unjustified.

First, he says that there's no insurrection or rebellion. And second, public safety, at this point, is simply not compromised, as yet. He also indicated that Malacanang does not plan to even declare a State of Emergency, since, he considers these as counter-productive.

While I'm writing this, a bomb exploded in Jolo, injuring one policeman. This is the 39th time a bomb exploded in Mindanao.

Now, Teodoro said that if these bombing incidents are being perpetuated even by one single member of the government, he'll prosecute them. Teodoro likewise said that he'll disassociate himself with those who want to further confuse and sow terror. For Teodoro, these acts are counter-productive.

The AFP has blamed a certain Baja Usman, an alleged member of the MILF special ops group as the mastermind behind the bombings. The military even connected the regional terror group to the MILF, which the MILF immediately condemned in a statement.

What Teodoro, however, failed to say is what if government, particularly those hawks within Arroyo's inner circle plan a self-coup, similar to previous God Save the Queen plans? Will he stand up and condemn it when it happens? That's obviously the plan of some ideologues within the regime---to launch a coup and institute a "revolutionary government". This is what National Security Adviser Norberto Gonzales suggested a few weeks ago. Shortly after Bertgon's statement, bombs subsequently went off in successive fashion in Mindanao and Metro Manila.

Will Teodoro also disassociate himself and condemn this coup if it ever happens?

Important also to note that Teodoro's statement now contradicts the statement made earlier by Executive secretary Eduardo Ermita. Ermita said that Malacanang will not tarry a minute longer in declaring a State of Emergency if violence breaks out in the SONA. Is this indicative that Teodoro no longer enjoys exclusive privilege as a member of Arroyo's inner circle?

COMELEC Bidding Scandal

As what New Philippine Revolution wrote a few entries ago, we must be very vigilant in the coming weeks because what I wrote before has slowly unfolded. Two days ago, clashes broke out in Mindanao, a Marine Lieutenant Senior Grade by the name of Gaudian exposed a funds anomaly involving Marine officers, palace pronouncements indicating Mrs. Arroyo as Prime Minister, charter change moves at the House and this recent bidding anomaly over at the COMELEC.

This bidding anomaly over at the COMELEC was even uploaded in the YOUTUBE by a concerned citizen, showing COMELEC automation chairman Ferdinand Rafanan allegedly waiting for architect and bidder FF Cruz Senior to finish signing his bid documents. The alleged incident happened last May 9, the day when COMELEC was to hear FF Cruz and their partner Gilat's proposal to provide the poll body with counting machines. Here's the video clip. This administration is creating scenarios that would justify regime extension. Arroyo is testing the waters, dipping her fingers slowly in the increasingly heating broth and assessing whether she and her devil flock can continue their evil rule without fail.

Ideologues within the regime are also stroking the lit fire, albeit, slowly at first, then, come June, they'll unleash their full support behind moves and actions for one purpose---justify and implement a God Save the Queen scenario meant to prolong the administration of Mrs. Gloria Macapagal-Arroyo.

Since a few months ago, pivotal players and actors involved in the change movement are being harassed and are being prevented from doing business. One of these players, Jun Lozada, was even incarcerated. These moves are meant to "test the waters", so to speak, to enable this regime to see the extent of possible public dissent or the lack of it.

The Lozada episode and the obvious lack of public outrage against charter change have lead ideologues within the Arroyo regime to presume that oppositors against term extension have weakened. This is very dangerous since this allows the regime to further up the ante a little bit.

It is also interesting to see how major political players will move to oppose Mrs. Arroyo. They did it before and was repulsed by a stronger force.

Former president Joseph Estrada yesterday threatened to lead anti-cha cha rallies but it is dubious whether he truly has the capability to cause the downfall of this regime, seeing he is already weak politically. Whether he can muster enough force to avert cha-cha is doubtful.

Having said that, it is time for the New Patriots of the New Generation to abandon thoughts of changing society through elections. This early, this mode has already been tainted, with this bidding anomaly. A paradigm shift is in order.

Coup-Me and Nograles use of back door tactics

While most of us huddle in our tambayans, speculating on what really happened to Trina Etong, a group of politicians are busy trying to invent ways on how to circumvent the Constitution and for what? Speaker Prospero Nograles' group is trying to "test the waters" so to speak so that his proposal to allow foreign ownership of Philippine lands pass Congressional scrutiny. Nograles wants to include a proviso in his proposal by delimiting the coverage of the change in the charter "by just this one---change in the economic provisions". And he wants his theory tested by allowing his detractors to file a Constitutional question before the Supreme Court, confident that, in the end, it would be the "kampihan" (camaraderie) that would prevail instead of plain and simple, katarungan (justice).

It is an elementary principle in Constitutional Law that any change in the charter shall only be done in either a Constitutional convention or a Constituent Assembly. Changes cannot be piecemeal and deemed enacted by legislative or executive fiat. It must undergo a process whereby all members of Congress (both the Senate and the Lower House, voting separately) are involved. As contemplated by the Constitutionalists, the House will gather its votes and decide, while at the same time, the Senate votes as a collegial body. If the measure passes in the House but is rejected by the Senate, then, it not deemed enacted. Rather, it would be brought back to the House and the same procedure happens again.

It would be easier if Congress allows a Constitutional Convention, which, by the lack of time, is impossible to happen if the desire is simply to extend the term of Mrs. Arroyo.

Nograles just wants to use the back door in order to complete his mission for the Arroyos. He knows that his neck is on the line on this one and he does'nt want to disappoint his benefactor, Mike and his son, Mikey Arroyo. It's quite obvious though that he'll fail since majority of the LAKAS-CMD and some members of the KAMPI disagree with efforts to amend the charter at this time. In fact, LAKAS-CMD spokesman Juan Miguel Zubiri and even Presidential Political Adviser Gabriel Claudio have been telling Nograles and his cohorts to abandon charter change and concentrate on fortifying the administration block to prevent an expected Opposition win in 2010.

With so little time left, Nograles has no other option but to force the issue down our very throats. He'll proceed by testing the waters and armed with 187 votes, he'll try to ram his ridiculous suggestion and then, throw the ball to the Supreme Court. That's a shrewed way of telling Malacanang that he's like Pontius Pilate, washing his filthy hands and distancing himself from the unpopular decision.

And Nograles and his ilk might simply succeed in their tug of war. Otherwise, if all stops are lifted, Arroyo's devilish clan, especially those hawks in the palace, might simply proceed with their Plan B, which is subject the entire country under martial law thru a "God Save the Dirty Queen."

A "God Save the Queen" scenario is not entirely far-fetched given that Mrs. Arroyo already got the complete loyalty of the AFP generals and even the police. The fact that PMA Class 1978, the class who gave Mrs. Arroyo her honorary class membership has now ascended the highest echelons of power and is poised to dominate both the AFP and the PNP this year and the next shows opportunity. This opportunity is not to be wasted by Mrs. Arroyo, no, because what's involved here is basically either a life of continuous glory or a fate worst than death.

The only way for Mrs. Arroyo to lose that opportunity is by being deprived of that opportunity. Obviously, the ascendancy of this class should be deterred, prevented and/or hindered at all costs by the New Patriots of the New Generation. Mrs. Arroyo and her ilk should be stopped at all costs; otherwise, the Nation faces the prospect of another ten years under the ignominious rule of the devil enfant.

Church to lead the search for Truth

"Their public confession[s] may be considered a providential event that may yet save our country from being hostage to scandalous and shady government deals that offend the common good and serve only personal, family and group interests,"--Archbishop Oscar Lagdameo, President, Catholic Bishops Conference of the Philippines(CBCP)

In a monumental act, the CBCP finally took a stand against the prevailing order. Archbishop Lagdameo yesterday articulated what the Church wanted to say for so long--the truth shall set us free. So now, the struggle against Arroyo has assumed a higher and deeper stage--that of struggling for the Truth.

If you look at it, however, it is not the Truth that would set us free. It is the struggle for Justice. We, the People now know how corrupt our system has become. We have realized that this corrupt and decrepit system is being perpetuated by those in power. And we already know that these people are just motivated by self-gain.

Now, we await the pronouncements of other religious groups, such as the Iglesia Ni Cristo, the influential El Shaddai and the protestant groups. They must also take the stand and announce their disgusts against Arroyo. Not doing so would mean complicity to these acts of the Palace mafia. Taking a silent stance would mean they accede to what is happening.

Former president Cory Aquino has just visited Lozada, signalling the formal start of active engagement against Arroyo. The president is hurt, says her close aide Merly Poblador who, by the way, is also involved in this controversy. While all of these are going on, we find Lakas slowly disintegrating, with Lakas stalwart and Executive Secretary Eduardo Ermita encouraging former Speaker Jose de Venecia to relinquish his post as Lakas president to QC Mayor Sonny Belmonte. JDV's meeting with Erap, Ermita says, is a sign that JDV has totally burned his bridges with Malacanang. What it means though is JDV is now a persona non grata at the palace.

The only one left not protesting the callousness of the palace is former president and Lakas founder Fidel V. Ramos. I am sure that FVR will not tolerate this latest caper of the palace. Surely, FVR is not in cahoots with FG's group. However, it is perplexing to say the least, why FVR remains silent to all of these. There are some explanations:

1. FVR is assessing the entire situation. He knows that Lozada's appearance may provide the missing element in moves to oust Arroyo. Being the head of the CIA here in Asia, FVR is in the best position to assess the current standing of Arroyo vis-a-vis this war. What are the elements that would probably lead FVR to conclude that, indeed, Arroyo is in a losing or lost proposition:

a. Military support---This is crucial in any move against the palace. How many elements in the higher echelon of the military does Arroyo have and how many does not support her. Obviously, the scale right now is even, to say the least. Generals are divided. Arroyo does not have the entire loyalty of the military.

Esperon is a crucial element in all of these. His participation is very important to this struggle against immorality and corruption. If Esperon wants to save his ass or retire honorably, he must take a definitive stand against the creeping dictatorship and announce to the Filipino People his disgusts over this corruption. If Esperon remains silent, he is, in effect, condoning this blatant immorality and should be ousted from his post too.

b. Civilian support--It is quite obvious that Arroyo has lost a considerable segment of civil society, which includes the Church. This announcement of CBCP is a signal to Arroyo to take some definitive actions to appease the church. However, this I think is too late in the game. Whatever Arroyo would do now would be USELESS because its the responsibility of the church to assume a stand against immorality.

So now, there is no way out of this mess. As what happened last year, the only saving grace for Arroyo is DIVERSION. She will definitely order a special operations team to create another scenario of destabilization. What would be this:

1. Another bombing which this administration will attribute to terrorism. This is an effective diversionary tactic which they did last year with the Glorietta and Congress bombing.

2. An explosive battle in Mindanao, against using Jolo as a pretext.

3. A coup d'etat launched by Arroyo's own force. This is the most logical tactic. Arroyo will preempt these moves with her own moves. Either she'll use the Magdalo for this, or use another force.

SO ITS GOD SAVE THE QUEEN once more.
