Lest of being accused of squeezing publicity juice out of this highly sensitive scandal, Senator Ping Lacson should reveal the names of these senators immediately.
Lacson should act like a Senator Teofisto Guingona IV. When asked to revive the hearing on the PDAF scandal, Guingona used his brains and arrived at a decision at waiting for the Secretary of Justice to complete her probe first before he revives the hearing. Guingona IV had thought that what is important is not the publicity but the tightening of the government case against the perpetuators of the scandal.
Lacson meanwhile, is basking under the heat of the Napoles' sun. Since nothing is happening in Leyte as rehabilitation czar, Lacson has turned into a Napoles' confessor.
Why wait for a few days when Lacson has to do is get those names out there already. Otherwise, people will definitely think that this is more like an overstretched political tele-drama, not a genuine quest for truth.

Mancao Escape--part of destabilization efforts against Aquino administration?
The Aquino administration and the Commission on Elections should be forewarned--they should not tinker with the results of this mid-term elections or there might be an extra-constitutional movement against this administration. Mancao's escape is an open declaration of war against Pnoy ally, Senator Panfilo Lacson.
This is an opinion made by a long time political and military analyst. He believes that Mancao's escape from the NBI stockade is not just a simple one. He believes it is part of a planned destabilization which will culminate shortly after the elections.
Several segments of the military establishment have expressed disapproval of two things: first, the perceived strong Left influence over policy making in Malacanang and two, the expected ascendancy of Senator Ping Lacson to the Cabinet.
Lacson's political opponents from way back are wary about the planned designation of Lacson as the "President's point man". Lacson's enemies lurk in the "other side of fence", meaning former allies or colleagues who betrayed him at EDSA dos. These generals, though retired, are still capable of launching a strike against the government. They have the resources, the men, and the firepower. What they lack is an event that would trigger such an action.
This elections, if it turns nasty and dirty, is a possible trigger.
Aquino may have to think twice in hiring Lacson. Lacson is a capable and honest man. He is his own man. Lacson has incurred enemies within and outside the establishment who are wary about his actions.
Ask me why some people want another "EDSA"? This next one, if it happens, is a pure naked power grab, nothing more. These groups who want nothing more than power will move because they want the economic gains purely to themselves, similar with what they did during Arroyo's time.

PMA Class 1978 and the Dacer-Corbito Case
Two things why Raul Gonzales was sacked---his reported meddling in the affairs of Lucio Tan and his brother Mariano Tanenglian and his alleged "blunder" in releasing the testimony of former police official Cezar Mancao ahead of the arrival of the witness. This is according to Senator Panfilo Ping Lacson in an interview with the Inquirer.
Now, what struck me is the alleged involvement of PMA Class 1978, the class who adopted Mrs. Arroyo as honorary member. PMA Class 1978 is now entrenched in the police hierarchy. They occupy top and sensitive posts in the police institution. They will also be the top leaders in the AFP. Quarters say they are being prepared by Mrs. Arroyo and members of the First Golfer Group to implement strong arm tactics in the event that con-ass fails.
Lacson said that the class was behind the 180 degree turnaround of Cezar Mancao. They were instrumental on convincing Mancao's wife to allow her husband to turn state witness. Mancao reportedly struck a deal with the class for his eventual reinstatement and the exile of his family in Tanjung, Singapore.
At first, I am quite surprised in this, yet when I asked around, I validated Lacson's statements. It was true that Gonzales did not really had a direct hand in the negotiations for Mancao's about face---it was Prestoza, the newly assigned PSG commander.
As I write this, Mancao is reportedly afraid that someone in the class might order his execution. Remember that prior to EDSA dos, a killing happened right inside the NBI, when two agents (or an agent)was/ were reportedly killed by their colleague inside the facility. Despite the new facade of the NBI, it is still an unsafe facility and the possibility of Mancao being assasinated there or killed is high.
Some wagging tongues say, sinister forces might assassinate Mancao to further damage the reputation of Lacson. If Mancao is killed, that would trigger an "open war" between PMA Class 1971 (the class where Lacson belongs) and PMA Class 1978.
Yet, don't be afraid. These classes are sure to be neutralized by others more civilized. As of this writing, there is a confirmed reinvigoration of New Patriots in the armed services that is more concerned about the health of this country and is prepared to do whatever is necessary to fight the evils of this regime.

Today's edition of the Philippine Daily Inquirer issued a denial from the good senator. Yet, the buzz still goes louder each and every minute.
The story goes that the senator reportedly agreed on withdrawing his bid for the presidency in exchange for supporting whoever will be the administration bet come 2010. People believe it since there's a precedent already---the reported P 200 million peso compromise agreement allegedly entered into by Senator Ping Lacson last 2004 elections. Lacson reportedly received this huge amount of money as a "campaign fund" to run against Fernando Poe Jr., the anointed opposition candidate.
And coffee shop habitues insist this is true and part of the recent agreement daw is the replacement of Raul Gonzales as Justice secretary.

First, Raul Gonzales, as some highly placed sources in Malacanang told Patricio Mangubat, has intimated his desire to leave the office of the Justice department since late last year. Gonzales' son suffers from a sensitive illness and needs immediate theraphy and medication. Furthermore, Gonzales is slated to run for the mayoral post in Iloilo (as reported earlier in this site). He needs to prepare for his bid.
Mrs. Arroyo decided to replace Gonzales with Agnes Devenadera to further strengthen the Dacer-Corbito case. If you will recall, Devenadera is no stranger to handling controversial cases involving the Lacson-Estrada group. Devenadera goes straight to the palace and with the domestic problem of Gonzales, he can't really devote 100% of his time in the case.
Second, Gonzales is needed to bolster the legal team of the palace should the opposition or the Senate question House Resolution 1109 before the Supreme Court. If you would recall, Gonzales was part of the original cha-cha team way back in 2006, under the team of former speaker Joe de Venecia (now with the Opposition). Mrs. Arroyo reportedly asked Gonzales to vacate the DOJ post in exchange for spearheading the support team of the palace and Speaker Nograles legal team.
The true reason why Ping Lacson withdrew his candidacy for the presidency is simple---he needs funds to defend himself against the Dacer-Corbito case. Legal eagles say, the case is tight. With the testimony of former friend Cezar Mancao and the additional testimony of Dumlao, Lacson faces a very tough case. This case will definitely drag on even beyond 2010.

Mancao and Dumlao: It's "Ping-Back" Time
Comebacks are dime a dozen, lately. And this comeback is a sure stopper against the ambitions of another sequel seeking politico.
In a startling twist, Cesar Mancao and Glen Dumlao just made a U-turn and vowed to come back and expose the alleged "mastermind" of the Bubby Dacer-Corbito murder. What happened? Thought that the galamays of a big time politician managed to make them "toe the line"? The NBI reportedly has the two under their "protective custody".
This news has probative security value. One, anything bad that would happen to either one would spark something sinister. And two, finger pointing would surely spark more than a word war between the administration and the camp of this big-time politician.
In the interest of justice though, the testimonies of these two former high profile members of the Philippine National Police (PNP) would bolster the case against some personalities reportedly involved in this gruesome murder. That includes Senator Panfilo "Ping" Lacson and former president Joseph Estrada.
One query though that is circling the coffee shop rounds lately is---what's the role played by the backers of Senator Manny Villar in this? Pundits say, Villar's men actively sought the return of these two as a diversion to the ethics case being tried right now at the Senate. This is also a "Ping-back" (computer term but used sparingly in this entry to refer to the "revenge" of Villar against Senator Ping--that's why it's "Ping-back", get it?).
Is this now the pressure being referred to a few weeks back by Erap? That this administration is really determined to pin him down with the murder to deter any political comeback?
Anyway, it's too early to say whether Dumlao and Mancao's dramatic comeback would really and seriously put a dent to the speeding JEEP NI ERAP. Or, this would deter the vice presidential ambitions of Ping or avert the suspension or expulsion of Villar.

The Truth Behind the Dacer-Corbito Case
The daughter of Bubby Dacer last night confirmed that, indeed, Senator Ping Lacson's name appeared in one of the two affidavits executed by former Police Superintendent Cezar Mancao on the Dacer-Corbito case.
Carina Dacer said she saw Mancao executing the affidavit in 2007 and he reportedly mentioned the name of Ping Lacson.
The question that everybody is asking is this--is Ping really involved in the Dacer-Corbito case? If, he, indeed, was involved, up to what extent? How deep is the involvement? And how strong will the case be? Will it be sufficient to book a case against Lacson, frustrating his political ambitions for higher office?
Those in the know say that Ping is NOT involved in the case. He is NOT the mastermind and never ordered the killing of Dacer.
Probably, Ping just ordered the surveillance of the former PR man, but that's about it. Surveillance in the name of national security is a duty of the PNP chief.
Here is what we gathered so far, based on narrations of people close to Dacer a few days or a day before the abduction of the publicist and his driver.
Now, of course, when Dumlao arrives either tomorrow, Wednesday and Mancao on Thursday, definitely, they will try to pin down Ping and possibly some members of the opposition camp close to Erap.

Unknown to all, Ping has been thoroughly investigating on the extent of the First Golfer Gang's involvement in the World Bank road mess. Results of that investigation is so deep and so thorough that it would again cause extreme stress to the First Gentleman and his cohorts.

According to numerous sources in the media industry, Dacer met former President Joseph Estrada a few days before he was cased and abducted in Manila.
Dacer just had to meet Erap to relay to him a message---that he wants nothing of Dante Tan. He's toying with the idea of dropping Tan as a client due to alleged documents which came into his possession, which proves, the alleged massive stock manipulation undertaken by Tan's group in relation to the Belle Resources.Erap reportedly asked Dacer if he could withdraw his decision. Dacer respectfully said no. After that brief chat in Malacanang, Dacer reportedly went his way. And Erap did nothing.
Sources now say that Dante Tan reportedly called up Cezar Mancao. He wanted to know the extent of Dacer's knowledge about the Belle resources case. Being in PAOCTF at that time, Mancao handles surveillance and the entire operations.
Mancao allegedly agreed to provide Dante Tan of what he needed at that time. He formed a task force and cased Dacer.Now, part of the operations was the plan of abducting the publicist to know more about the details of his knowledge on the Belle resources stock manipulation scam. Dacer was allegedly privy of certain confidential information about the scam and there were reports that the publicist planned to give these information to the opposition.
The team that was formed, led by Glenn Dumlao, then, abducted the publicist. They then interrogated him.
Afterwards, when Dumlao thought that nothing substantial came out of the interrogation, decided to abandon him in the hands of some PAOCTF men, led by Supt. Arnado. Dumlao went back to Camp Crame.
Was Mancao there when Dacer was killed?
Apparently, based on testimonies of some sources, he was not there. Now, sources within Camp Crame say that the team executed Dacer at that very day for some obvious reason---they fear that if they release him, he would tell everybody about what happened to him. So, they decided to execute him---gangland style.
Here's the rub---did anybody ordered Dacer's killing? Did someone phoned
the team that it's better that they execute Dacer than let him live? Yes. Indications point to this as a contract killing.Mancao refused to admit this because by admitting that certain police officers like him accept "projects" like this.
Who phoned the team on the eve of eve of Dacer's execution? The answer is simple---whoever thought that Dacer remained a threat to their business interests at that time.

C-5 Project Scam?
Who are the construction firms who'll benefit from the 2.5 billion peso C-5 project, which is now subject to a Senate probe? The project is now embroiled in a controversy where Senate president Manny Villar reportedly requested for a double insertion to the tune of 400 million pesos. Villar already admitted that, yet stressed that he'll not benefit from it. And who will?
Surely, whoever approved of this project already received steady assurances from the construction firm. But why did Villar requested for a double insertion when it is patently illegal to do so? Right now, media handlers of Villar are "managing" the situation, trying to downplay the impact of the news and even portraying Villar as a "victim" rather than the ST villain. They are also portraying Lacson as someone who does'nt know what he's talking about.
Whatever Villar's handlers do right now, the fact is this--the people already heard and saw what happened on TV, Radio, in the newspapers and in the internet. Surely, these images will stick to their minds and come election time, will probably influence how they'll vote.

Villar's S.T. means "Singit at Taga"? --Korina
The ongoing spat between Senate President Manny Villar and Senator Ping Lacson seems to be getting out of hand. Lacson dared Villar to get out of his post as Senate president to avoid tainting a possible Senate probe into Villar's alleged complicity with the double insertion scam. Senator Jamby Madrigal meanwhile asked Villar to explain his company's alleged involvement in the C-5 extension to Las Pinas and the scandal involving Villar's alleged role in the construction of the Daang Hari road from Las Pinas to Cavite. Villar's spokesperson Gilbert Remulla tried to parry attacks from all sectors against the beleaguered Senate prexy, saying that Villar's camp is not to be blamed for the decisions of Brittany, a real estate company under the Vista Land Group of Companies, the company owned by Manny Villar. Brittany, says Remulla, is preparing for their own version of this anomaly. Brittany will deny the allegations of Atty. Francisco that they sold their right-of-way to the government for P 97 million pesos.
Villar tried to air his side today with a possible presscon, but things got out of hand this morning when ABS-CBN DZMM anchor Korina Sanchez insinuated that maybe Villar got his billions not from "Sipag and Tiyaga" (ST which means literally in English, hardwork and patience) but probably from "Singit and Taga" (insertions and commissions). Those play of words seemed to have resonated all throughout the country that some of us here in the Internet are talking about it.
This early, I think, Villar should re-think his decision to gun for the highest post of the land. This is a hand-full for his media handlers. I don't think they can change public opinion with just tactical media campaigns. This calls for a more strategic media campaign for them to change public perception and re-imagine Villar's image before the public.

Political Ads and their Messages
There seems to be a steady proliferation of advertisements by politicians. Observing all of their publicity stunts, let me take a dig at all those messages they are sending to us, the public.
Loren Legarda's Lucida-Ds and Luntiang Pilipinas TVC---fake. Comm. Points: Loren wants our country to be beautiful. Flipside: Under a Loren presidency, what the people will get are cosmetic changes. Whoever advised Loren to go this route should be fired from his/her job. Since her victory in 2004, nothing substantial has been heard of her. No laws filed under her name. No substantial statements from her on relevant issues. Hence, we'll just get white and green if we allow her to become president.
Loren, we know you're pretty, but we don't need a pretty president. We need someone hard-working, strong willed and has a vision for the country. Besides, your cosmetic proposition is pretty expensive.
Cheez Escudero's ampalaya food supplements--bitter. Under Escudero's presidency or vice-presidency, what we get are bitter pills to be swallowed. Life will continue to be bitter, brutish and hard.
Noli de Castro's Pabahay TVC--25-30 year loans. How would one possibly get a house during these times of great financial and economic distress? Kabayan, the people are hungry. You'll be sending them to the pits if you offer them those 30 year loans.
Lacson's Facial Treatment--Like Loren's, Ping's administration will be a "pabanat" one. I mean, artificial or cosmetic changes.
Villar's OFW TVC--fake help. Hey, Mr. Senate President, hundreds or even thousands of our citizens are being enslaved by foreign brutes in foreign shores. Help them now, yes. But help them find jobs here, not continue to encourage them to go abroad.
Mar Roxas' Mr. Palengke TVC--ineffective. Look, you've positioned yourself as a consumer advocate since you started your campaign for the Senate. During those times that you're there, what did you actually do to lower commodity prices? None. Prices continue to rise, Mr. Palengke. Hey,hey,hey, what are you doing?
Net--politicians should be very cautious in their commercials. They are sending wrong messages to the public with these advertisements. They should be more responsible in their acts. People expect them to act like legislators or leaders, not showbiz personalities. Whoever advised Loren to go this route should be fired from his/her job. Since her victory in 2004, nothing substantial has been heard of her. No laws filed under her name. No substantial statements from her on relevant issues. Hence, we'll just get white and green if we allow her to become president.
Loren, we know you're pretty, but we don't need a pretty president. We need someone hard-working, strong willed and has a vision for the country. Besides, your cosmetic proposition is pretty expensive.
Cheez Escudero's ampalaya food supplements--bitter. Under Escudero's presidency or vice-presidency, what we get are bitter pills to be swallowed. Life will continue to be bitter, brutish and hard.
Noli de Castro's Pabahay TVC--25-30 year loans. How would one possibly get a house during these times of great financial and economic distress? Kabayan, the people are hungry. You'll be sending them to the pits if you offer them those 30 year loans.
Lacson's Facial Treatment--Like Loren's, Ping's administration will be a "pabanat" one. I mean, artificial or cosmetic changes.
Villar's OFW TVC--fake help. Hey, Mr. Senate President, hundreds or even thousands of our citizens are being enslaved by foreign brutes in foreign shores. Help them now, yes. But help them find jobs here, not continue to encourage them to go abroad.
Mar Roxas' Mr. Palengke TVC--ineffective. Look, you've positioned yourself as a consumer advocate since you started your campaign for the Senate. During those times that you're there, what did you actually do to lower commodity prices? None. Prices continue to rise, Mr. Palengke. Hey,hey,hey, what are you doing?
Net--politicians should be very cautious in their commercials. They are sending wrong messages to the public with these advertisements. They should be more responsible in their acts. People expect them to act like legislators or leaders, not showbiz personalities. A Few Good Men

What a way to tell it as it is, coming from Senator Panfilo "Ping" Lacson. He, along with Senator Aquilino Pimentel, are the only rational voices around here. Lacson hit the nail in the head when he said that.
The regime of Arroyo is the biggest terrorist this country ever had. Arroyo has abused her powers. She's using the powers of the state to harass, oppress, threaten and even kill her political detractors. Such abuse of power have worsened our lot and convinced many people to join the increasing insurgency.
Why is Arroyo's henchmen preventing witnesses about ZTE is beyond me. The solution to this problem is not terrorism. No. That is the most idiotic thing to do. Arroyo should allow witnesses to testify before the Senate since this issue is closed already. If the First Gentleman fears criminal prosecution, he should'nt because the deed was not consummated anyway. The palace thumbed the deal down. Probably, they already thought of other ways to reward ZTE for the mess, like using a local telco to present their proposal again. Anyway, all Philippine telcos have been using ZTE equipment since ten years ago, further proof that ZTE is a reputable company.

Epiphany
Senator Ping Lacson and Senator Aquilino Pimentel, the true voices of the real opposition, nailed it in the head. They criticized how the palace defended the alleged decision of Arroyo to extend Esperon's term. They say that we are now living in an imperial presidency, where the Chief Executive is being hostaged by a group of generals, both active and retired.
Frankly, these statements resonated in me. Why? Because my ideal of a government to be run in this country for a certain period of time postulates the same kind of arrangement to be undertaken prior to the institution of a more democratic model.
For a long time, I've been advocating for a civilian-military governance model, the kind where military generals rule the country in tandem with members of the academe, civil society and non-government organisations. I believe that this setup is the one we need to replace the present decrepit governance model that we have.
My observations jibe with Lacson's and Pimentel's in the sense that at present, we already have this model in place, albeit, unofficially. That's why the state, though perceived weak, is actually strong to repel external pressures and counter forces.
If this is the setup we have today, where Arroyo serves as just a ceremonial head, without exercising real powers of her own, then, it confirms that a silent revolution is now before us. We don't need a coup because forces have already neutralized Arroyo in the sense that she does not dispense decisions of her own. She dispenses them ceremoniously.
However, this imperial presidency, as Pimentel describes the present governance paradigm is, I think, the extreme interpretation of the New Philippine Revolution (NPR). Why? Because only the military sector wields true power. In my model, it envisions the unity and synthesis of three dominant forces in Philippine society: the civil society, military and the people's organisations.
I've explained this model in previous blogs. The only component that this present model lacks is the active participation of people's organisations in policy-making in all government agencies. Likewise, there is no latent council of senior advisers who contributes towards crafting policies based on their collective experience and skills sets.
This is the only thing lacking in this model. If these generals would eliminate the causes of disapproval, namely Esperon and Arroyo's group, then the people will accept this model and embrace it as their own without shedding blood. Only those in the ideological groups would balk at such a model because it does not conform with their beliefs. Since they are weakening, they don't matter.
Now, I know why FVR etal are silent. They are working for us to neutralize Arroyo, though, in a silent mode. They are building up the model not from ground up but from the present structure and its resources. This supports Ramos' statements saying that we don't need another EDSA because it's easy to neutralize Arroyo without her knowing that she already lost power.
And she already lost power since Day One. She's perceived to be strong yet, the true powers are those behind her.
Public acceptance remains a problem. However, there's a rationale why these true powers want her to continue being there at the helm. They want her to receive all the flak. For if they surface, they'll be exposed and receive direct attacks, leading to civil war.
Hence, going back to Esperon's term extension, this is the test whether Arroyo truly wields real power or not. Should she really announce her alleged decision to extend Esperon, then, this confirms what Ping and Pimentel are saying to us all along--we indeed have a besieged presidency.
